This Chronological History of the Municipality of Batac, Ilocos Norte, was made in response to comply with the Executive Order No 486 of the President of the Republic of the Philippines, dated December 7, 1951, by His Excellency Elpidio Quirino
A local committee, under the chairmanship of the Principal Teacher of Batac Central School, with several members, was created. All the one hundred and five public elementary school teachers of the Municipality of Batac were made sub-members to gather materials from the Poblacion and the rural areas.
In the course of the research, a copy of the Chronological History of Batac under the custody and ownership of Mr. Mariano Nalupta, the present Municipal Mayor of Batac, Ilocos Norte, was borrowed by the committee. The Municipal Mayor has given his full consent to use his copy as the basic material for the manuscript.
The Chronological History of Batac under the possession of Mayor Nalupta, was a copy of the Chronological History of Batac, submitted by a local committee created by the Municipal Mayor in 1939, Mr. Leon Q. Verano, in compliance with Executive Order No. 136, dated January 26, 1938, by His Excellency Manuel L. Quezon, President of the Commonwealth of the Philippines.
To all who had contributed materials for the manuscript and those who had given their moral support, the undersigned publicly expresses his gratitude and thanks.

The Executive Order No. 486, dated December 7, 1951, issued by His Excellency, Hon. Elpidio Quirino, President of the Republic of the Philippines, due to [the] destruction of many manuscripts, books, and other publications forming the collection of the National Library, Manila, during the Battle of Liberation, orders the collection of materials and rewriting of manuscripts containing important data relating to the history and culture of the towns, barrios, cities, and provinces.
Under the same Executive Order, the Public School Teachers are again given that public confidence to undertake the great job.
The Local Committee, under the chairmanship of the Principal Teacher of the Central School, was organized. The Principal of Baay Elementary School and all the Head Teachers of Batac have given their full cooperation as sub-members.
The tremendous work has been started. All teachers turned all stones untouched to collect useful data for the great task.
The Local Committee and all the Public School Teachers publicly issue their sincere acknowledgements to all.
Special acknowledgements are given to the incumbent Municipal Mayor, Mr. Mariano Nalupta, for lending to the committee a copy under his private possession, a Chronological History of Batac, in response to the Executive Order No. 136, dated January 26, 1938, issued by the President of the Philippines. That copy was recopied as the basic manuscript. Some acknowledgements are given to the Municipal Mayor of the time of Mr. Leon Q. Verano and to the local committee of the first manuscript.

EXECUTIVE ORDER NO. 486
PROVIDING FOR THE COLLECTION AND COMPILATION OF HISTORICAL
DATA REGARDING BARRIOS, TOWNS, CITIES AND PROVINCES
WHEREAS, the manuscripts, books and other publications forming the collections of the National Library were almost entirely destroyed during the battle for the liberation of the City of Manila from the Japanese;
WHEREAS, among the documents destroyed were those manuscripts containing important data relating to the history and culture of the barrios, towns, cities and provinces - manuscripts which were collected and preserved by virtue of Executive Orders No. 2 and 136, dated January 26, 1911, and January 3, 1938, respectively; and
WHEREAS, it is for our advancement that such data be regathered and brought up to date from time to time, to serve as a source of inspiration and guidance for our future generations, as well as source materials for historians, investigators and researchers;
NOW, THEREFORE, I, ELPIDIO QUIRINO, President of the Philippines, by virtue of the powers vested in me by the law, do hereby order:
That data on the history and culture of each barrio, town, city and province be collected and compiled;
That the history of each province be written;
That the Division Superintendent of Schools direct the collection of those data and the preparation of the manuscripts, using the outline appearing in the Appendix hereto, which is hereby made an integral part of this Order;
That these manuscripts be completed and submitted as soon as possible, but not later than July 4th,/sup>, 1953.
All agencies of the Government as well as private citizens in possession of any pertinent historical data in any form are hereby enjoined to extend their full cooperation to the Division Superintendents, District Supervisors, Principals, and teachers entrusted with the execution of this Order.
Done in the City of Manila, this 7th day of December, in the year of Our Lord nineteen hundred and fifty-one, and of the Independence of the Philippines, the sixth.

A. The Division Superintendent of Public Schools shall immediately issue instructions to each District Supervisor to form in each town or city under his jurisdiction a local committee composed of the Principal of the central elementary school as chairman and at least three teachers as members, preferably those teaching History and Social Studies.
The function of this local committee shall be primarily to gather the data on the barrio, town, and city, as called for in the outline below. They may call together the wise old men and women of each barrio, sitio, or district, who may have a wide knowledge of the life history and culture of the community and obtain the information from them and from the documents or records that they may have in their possession. The records of the municipal or city government and those of the church may, and in some cases must, be consulted. No possible sources of data should be overlooked.
In case any community has in its possession a copy of the manuscript called for by Executive Order No. 2 of January 26, 1911 or No. 136 Of January 3, 1938, the local committee may simply add to the materials contained therein that additional data called for in the accompanying outline.
The data gathered should be so compiled and arranged as to consitute convenient source materials for the use of those who may wish to write the history of the community.
The local committee is not expected to write the history of the community. However, if it attempts to do so, the result of its labor will constitute one step forward in the intellectual advancement of the community.
In the preparation of the manuscript, the names of the persons or families that have the documents consulted by the committee should be cited as a form of recognition for their help and for having preserved those valuable records.
The manuscript shall be signed by the members of the local committee and must have a foreword of the District Supervisor; while the records taken of the data mentioned in Nos. 10 to 16 and Nos. 27 to 33 of the outline, must be authenticated with the signature of the persons who furnish the information.
B. The Division Superintendent shall also form a provincial committee, composed of the principal of the high school as chairman and at least four high school teachers of History, Social Studies, or English as members. This committee should write the history of the province. Inasmuch as several items in the following outline call for materials that may be touched upon in part or in full by the local committee in charge of the collection of data on the different barrios, towns, or cities in the province, it shall be well for the provincial committee to keep in close consultation with said local committee.

The history of the province shall be signed by the provincial committee and shall be submitted with a foreword of the Division Superintendent. Any reference to the work of the local committee should be duly acknowledged.
C. The manuscript shall be prepared on legal size paper of ample quality and must have a left margin of not less than one and five-eighths inches to allow enough space for lining. The original and one carbon copy shall be forwarded to the Director of Public Libraries, through the Division Superintendent.
D. The data desired shall, as much as possible, be roughly arranged in accordance with the following outline:
I. HISTORY AND CULTURAL LIFE OF THE BARRIO
1. Present official name of the barrio.
2. Popular name of the barrio, present and past; derivation and meanings of these names. Names of sitios included within the jurisdiction of the barrio.
3. Date of Establishment.
4. Original Families.
5. List of tenientes from the earliest time to date.
6. Stories of old barrios or sitios within the jurisdiction that are now depopulated or extinct.
7. Data on historical sites, structures, buildings old ruins, etc.
8. Important facts, incidents, or events that took place.
(b) During the American Occupation to World War II.
(c) During and after World War II.
9. (a) Destruction of lives, properties and institutions during wars, especially in 1896-1900 and 1941-1945.
(b) Measures and accomplishments toward rehabilitation and reconstruction following World War II.

10. Traditions, customs, and practices in domestic and social life; birth, baptism, courtship, marriage, death, burial; visits; festivals; punishments; etc.

EXECUTIVE ORDER NO. 136
PROVIDING FOR THE COLLECTION AND COMPILATION OF HISTORICAL
DATA REGARDING BARRIOS, MUNICIPALITIES, OR CITIES,
PROVINCES OF THE PHILIPPINES
Whereas, the recorded history of the Philippines is incomplete;
Whereas a great deal of historical material is believed to be still in the possession of the people, much of which is preserved only in the memory of some of those who are still living and the rest in manuscripts which are not fully safeguarded from destruction; and
Whereas it is to the public interest that this material be gathered and preserved in as complete a form as possible and made available to future historians;
Now and therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers vested in me by law, hereby direct that the information hereinafter specified be secured by the provincial governor of each province in the Philippines and by the city mayor in the case of a city, and that the same be transmitted to the Director of the National Library not later than December thirty-first, nineteen hundred and thirty-eight, for compilation and preservation.
The following rules shall govern the collection and transmission of the desired information:
(a) Upon the promulgation of this Executive Order, each provincial governor shall immediately issue instructions to all municipal mayors under his jurisdiction, and in the case of a city, each city mayor shall issue instructions to any of the city officials, as the case may be, to call together the old men in each and every barrio, sitio, or district in each municipality or city and obtain from them any documents in their possession, the entire history of such community insofar as may be possible.
(b) The information desired is as follows:
The barrio
1. Present official name of the barrio.
3. Date of establishment of the barrio.

4. Original families of the barrio.
5. List of tenientes of the barrio from the earliest time to date.
6. Story of old barrios or sitios that are now depopulated.
7. Traditions, legends, folktales, beliefs, proverbs, sayings, superstitions, puzzles, songs, nursery rhymes, etc. (It is preferable that these be written in the language or dialect of the locality and that the vernacular version be accompanied by a translation in English.)
8. Data on any historical sites, structures, buildings, old ruins, etc.
The town or city
9. Present official name of the town or city.
10. Former name or names of the town or city with their meanings.
11. Date of establishment of the town or city.
12. Traditions, legends, folktales, beliefs, puzzles, songs, nursery rhymes, proverbs, sayings, superstitions, etc. (It is preferable that these be written in the language or dialect of the locality and that the vernacular version be accompanied by a translation in English.)
13. Data on any historical sites, structures, buildings, old ruins, etc.
14. Important historical events that took place in the town or city.
15. Names of all capitanes municipales, alcaldes mayores, curas parrocos, jueces, municipal presidents, or other officials that may be obtained in the community.
The province
16. Present official name of the province.
17. Former name or names of the province with their meanings.
18. Date of establishment of the province.
19. Chronological list of all the governors and principal officials of the province.
21. Important historical events that took place in the province.
(c) The name of the family or families that have kept the records mentioned above should be indicated in order that credit may be given to such family or families.
(d) All writings should be signed by the governor (for history of the province), by the city mayor (for the history of the city), by the municipal mayor (for the history of the town), and by the teniente of the barrio (for the history of the barrio). However, the materials mentioned in numbers seven, eight, twelve, and thirteen of paragraph (b) should bear the signatures of the persons from whom such materials have been secured.

(e) Information should also be given regarding books and documents treating of the Philippines owned by any community, in order that such books or documents as are desired may be obtained for the National Library, if possible, by purchase or gift.
(f) The names of all Filipino authors of any community, and the titles of their productions, whether printed or in manuscript should be included. In the productions are in manuscript form, a statement should be given of the names of the persons in possession of the same.
(g) All papers pertaining to the barrios shall be delivered to the mayor of the town, who shall forward the same, together with the data pertaining to his municipality, to the governor of the province. All the original documents and translations, if any, shall be forwarded to the provincial governor in a carefully-made and well-protected package to the Director of the National Library, Manila. Each package shall be marked "Historical Documents." The same procedure shall be followed by the city mayor in forwarding to the Director of the National Library all papers and documents pertaining to the city.

Many prominent citizens of this town, especially those who are now in the evening of their lives, have suggested that a history, however, incomplete, of this town of Batac, be written, but for one reason or another, this had not been done until an order was received from the National Library, transmitted through the good offices of the Provincial Board, to comply with Executive Order No. 136 of His Excellency, President Manuel L. Quezon, to exert efforts in finding facts about this matter and in compliance thereto, and to bring to realization the longings and aspirations of my townsmen, this history, incomplete as it is, and unadorned with the beauties of true literature, has been written, thus bringing to light within the reach of other efforts the facts narrated below and that in time to come, facts more authentic that theones we have on hand may be discovered or that will serve as the basis from which to write a more exact and authentic history.
I am expressing my most grateful thanks to those who helped and collaborated with me in complying [with] Executive Order No. 136, and their names are now filed in the archives of the municipality for future generations to come.
